Yes exactly. I'm afraid he had big plans with his betting site, but nobody (or not enough) people used it, or his investors didn't want to anymore, and now he doesn't have BTC anymore to pay the winners from his site and the people here advertising for him.
Still, he should pay, that's the risk you take when starting something like this up.
