There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

If it's exactly the same seed then it should spawn exactly the same wallet on any computer. Are you sure you entered the same seed?

Also are you sure that your wallet is synced? Even if Electrum doesn't need to download the blockchain, it still needs some time to sync with the servers, it should have a green light on the lower left of the window if the GUI hasn't changed since I used it.

Can you post some screenshots? (do not post the seed obviously)

A simple way to check if you're seeing the correct balance associated with your wallet is to look it up on a blockchain explorer. My guess is, you're probably mistaken on the balance you think you had on your wallet. Maybe your current or previous wallet wasn't properly synced or included pending/unconfirmed balances (bottom left of Electrum).

First, start off with what wallet you were using. Did you use the old electrum version before?
Did you import any private key into your wallet?
Do you still have access to the old wallet file?
Does 'a portion' of your coins show up? Or are they 'all missing'?

It would simplify to help you, if you could awnser these questions first.

If you imported keys into your wallet on PC #1 then those aren't covered by the seed.  So if you create a wallet with the seed on PC #2 you won't see the BTC from the keys you imported on PC #1.  You'll have to import the private keys on PC #2 as well.

You are in a maze of twisty little passages, all alike.

ever since Electrum 2.0 (March 1 2015) users can no longer import private keys in a wallet that has a seed to prevent exactly this problem.

of course that is assuming that OP is not using a very old Electrum wallet and it also is assuming that OP is talking about an Electrum seed not a seed generated from some other client!
