Hi

I sent 0.015btc to a person and on my Electrum wallet it is marked with the green arrow. And that for me means its been completed correct? If thats not the case I can include some screenshots of the transaction if that's safe to do.

A transaction is completed after 1 confirmation
This is true, but for security I personally like to wait for ~3 confirmations for absolute security. Most of the time a single confirmation is good enough, but with three to six confirmations it's rather unlikely to be at risk of a transaction being reversed by a theoretical 51% attack.

Your transaction should be good in terms of confirmations now.

go check on any block explorer such as blockchain.info, blockexplorer.com, bitaps.com, btc.com and etc
type (copy paste) your transaction id on the search query and hit enter,
the resulting page will show your transaction info details and check on "Confirmations" info
if it says 1 or more then congratulations Kiss your first transaction has been confirmed or completed as you may say

The Green arrow indicates that the transaction has been processed out of your wallet. Like what you will see below.



It will take some time before it can actually be confirmed by the network. When the transaction sanction has been confirmed the other person on the receiving end will be able to use the amount that you send to him/her.

Yes green tick mark means the transaction has confirmed. It is now set in stone and cannot be reversed. The recipient has no excuse to delay giving you what he owes you.
