I see the development of both coins is pretty good. Judging from the development of Zcash, Zcash is better. It could be that if Zcash continues to grow quickly it can surpass Dash.

I don't think Zcash can surpass Dash because dash is a way bigger project than Zcash. Dash has millions of dollars per month for marketing purposes which zcash lacks in. Dash is also associated with MIT. Though Dash team earns more revenue if dash becomes more popular because of majority of masternodes are under their control.
