Look the posting history of those accounts.
They quote each other, with 1 phase reply in differents 3Ds.
Some of first few account reported on original post here, have now signature and seems they have changed their posting style so maybe we need to watch to "their older posts".
Last accounts reported here are a lot easier to check.

I'm doing the same as you do, but I think reporting those accounts is not the most efficient way, sure we have to list them for future consideration.
I think we shall also report the Projects using their service.

I gave this example some time ago:

Reporting the ICO bumper accounts is not so efficient, since the procedure of creating new accounts is so easy and many bots are doing it already.
There where I come from we have a saying - To deal with the beast you have to chop his head off.
So to deal with all those accounts we have to go a little bit higher, we have to deal with the purchaser of the service. If there are more strict rules for those scammers (for me using such service means that you are doing some monkey business) .
So instead of wasting time and energy let me know what to do to be more efficient?

Maybe little off topic but.
What about the projects and ANN threads that are actually paying for this service, we have to report them too?
For example on this page all the comments are from ICO bumpers.

For me this is the bigger problem. I think we have to list those projects using this service together with ICO bumpers so both can get what they deserve /or what the admin will decide to do with them/ You are already wasting time in chasing them so just list everything.

This is can be done simply reading the post history of those accounts, but sure a link will be faster

These are probably from paid bounty posting services, I've seen people offering to keep a bounty/ANN thread bumped and simulate active discuss to make it look like the ICO is heavily discussed, when really it's the same dude messaging himself from 100 accounts. I would also neg the campaign main account for this type of sneaky behavior.

The number of ICO bumping accounts has been increasing.  I reported some of them here:

Excessive quotes should be against rules and punished. I'm talking about ANN thread bumpers. Interesting though, I'm about to join this signature campaign, as mine will be finished soon. They asking to post twice a week in [ANN] thread. Most of the rule breaks coming from bounties conditions, like asking to post ridiculous 20-30 posts per week and bumping the [ANN] or [Bounty] threads. I will ask to waive this condition, otherwise will skip. Don't want to be a spammer.

Your account stopped the activity of bumping on 27 February, with 1 month GAP do you also have a change of password/email on that date?Since that date this account has become one bounty account.

I think mods can verify if any change on pass/mail on this month GAP.
