Comment the genleveldb.commands for what?

I compile BC 0.8.6 on Windows with instructions on https://bitcointalk.org/index.php?topic=149479.0

And I have a question on:

Comment out genleveldb.commands for win32

Why is this necessary?

I try to compile without comment it - it still works

This is not an idle question. I want to understand - why do something that you can not do?
