Google is your best friend. There are SO many articles nowadays that explain the steps of creating new token. You can also use websites that create tokens for you.

before you start you must decide about token selling, do you want to sell by ETH or NEO or other platform then you can select the next step. and also you can recive monies by ETH or other Alt coins then start your own block chain.

If you want to publish an erc20 token, you just need to search for the relevant tutorials on Google, which usually doesn't take you too much time.
There seems to be a lot of web sites with a one-click program to build ERC20 tokens.

I think to release the new coin we have to have the company that has been running and started forward, then made altcoin and ico procurement so that the company can be helped and so on altcoin can be a trusted altcoin by investors so altcoin it will be in demand and many use it.
