My listed peaks are 725/1000 and can overclock both 5970s to 800/1000 but if I choose 900/1000 everything freezes.  I am running a 850 PSU, which I, swa, pping for a 1250 next week.  Is this the cause? Or is something else preventing proper overclocking?

It's possible you are having issues with the psu but it sounds more like you've hit where the limit if the cards try a smaller jump than 100mhz like 10 or 25

I have 3 5970s (so far) and even the best one isn't stable over 850.  They run happily around 810-830
