It's very hard to implement that as a rule, but you can see many of people post in this format, probably because it is more clear in subject what offer is inside.

This is normal in a marketplace but here in Services section there are people who are using this format but very few of them.

I mostly see this format being used on the Digital Goods section but in this section, let's see if it will be adopted soon.

It's very hard to implement that as a rule

Not really as a rule but just a simple format to easily know what you are trying to offer or what you are looking for.
