Yes off course that is how the big whales live their life.  

They are the opportunistic people who keep watching the market when it is going down and not when the market is going up. They don't care how up the market is but they care about the diving market. This opens more doors for them and thus they can get more quota into their wallets and thus they can increase the profits. They know very well that bitcoin is going to spike for sure and when they have coins which have been bought at lower rates will get spiked more in terms of the profits. During panick crisis, many people start buying. We all wait for such opportunities to buy at low price.
Whales always spread rumors to create those crisis and make holders buy their BTC, it is a known strategy.
