This doesn't make sense. Child porn is illegal and has nothing to do with checking the ID of the buyer. if you are referring to the fact that minors can view or buy pornography on the internet, well it's pretty much everywhere. and kids get hold of their parents credit cards all the time. There's not much you can do about it really. There is no way to check someone's ID over the internet.
