Hey b!z, is there a requirement before you can give someone negative or positive trust?

Nope.

On feedback pages, you can leave trade feedback. There are no rules for this, but here are some guidelines:
- List all of the trades that you do with people (or at least the major ones). This is not like #bitcoin-otc where you give people just one score.
- Do not rate people based on the quality of their posts.
- Older ratings count for more, so don't delete old ratings if you can avoid it.
- "Risked BTC" is how much money you could have lost if the person you're rating had turned out to be a scammer. Or, if they are a scammer, it's how much you lost. Use the BTC value at the time of reporting.
- It's OK to post a rating about the person in general, not tied to a specific trade.
- If you want to make a rating stronger, increase "Risked BTC". 50 extra risked BTC is equivalent to an additional rating.

(emphasis mine)

Why would you send cards without tracking number? That is incredibly stupid because it's bad for both parties.

The sender can say "I sent the cards, but sorry, no tracking number" when in actuality he never sent the cards.
OR
The receiver can say "I never got the cards, I demand a refund" when in actuality he already got the cards.

IMO, you're both fucked. Both people are scammers as far as I can tell, and it's all because you didn't do a tracking number.

I did ask for priority shipping with tracking. Here is the segment of our conversation.

The first one is me asking for tracking and paying for it. I blacked out my mailing address. http://anonymouse.org/cgi-bin/anon-www.cgi/http://img845.imageshack.us/img845/7981/mjh3.png

The second one is him agreeing to sent priority with tracking, but the postal lady was on "lunch brake"  so he left the package there to ship.
http://anonymouse.org/cgi-bin/anon-www.cgi/http://img843.imageshack.us/img843/3049/28e6.png

The third one is him saying that the postal lady "never called" but he is "sure" she shipped priority. And the last message i received from him saying that he is at work at the moment, response to my question about tracking number.

He also offered me doubles of the cards for additional 0.65 btc and 5 akimbo prepaid cards for free. He is a scammer, he didn't ship any of those cards and he can't prove that he did. He didn't respond to my messages afterwards.

Saying you left a package with a postal lady that was on lunch break = dead giveaway it was a scam. Theres two scenarios when it comes to mailing stuff at the post office. You either have a prepaid label on the package, which means you bought postage online or at a self-service kiosk, which means you would have access to the tracking number, OR, you bought postage in person at the post office, and transactions have to be completed in person and paid for in person.

You can't just leave a package sitting on the counter, say you want priority on it, then leave without paying for the postage.

Sorry, you were scammed.

And even IF it were possible I would go in there right behind you and steal your package of druggedy goods right off the counter. Or someone else.

If you really want to put your money where your mouth is, send 1.67 BTC to the address in my sig which I'll hold in escrow until the cards show up. After that I'll release 1.68 BTC to you. That way you'll give atlosas peace of mind and come out .01 BTC richer.

There are no cards, he has no doubles, he never send anything, the postal lady " was not on lunch". He will not admit it ofc, if he doesn't get a scammer tag with these evidence, it is unfair to every1 i think.

The forum doesn't give out scammer tags anymore. Hasn't for a few month since the introduction of the trust system.

I offered to do this, and even agreed to send the cards first, and trust him to pay me after receipt.  I linked him to all my previous trades, all 100% successful, plus loans that were all successful.  OP saw that troll KOUYE left me some bs trust rating, and used that as an excuse not to accept my offer.

Not quite sure how OP would be out anything if I provided this for him, especially with him not paying until he received, but since he declined after agreeing to the same deal, it seems fishy.

I choose who to do business with, and i choose not to do business with you. And btw you can easily scam me by sending empty package and claiming cards were inside. I am not saying that you would, but it is a possibility.
