There is no exchange like this at present however if you are using wallet like Trezor then you can send Btc worth 10 cent

Seems to be very difficult, because of the high fees of bitcoin to withdraw, so only $5, perhaps even the fee is not enough, so I don't think any exchange will support withdraw $5, because the figure is too low.

i have made a very tiny withdrawal from c-cex.com exchange but that was back when the withdrawal fees of exchanges used to be pretty low. it was 0.0002BTC (20k satoshi) for a withdrawal back them.
they may still allow small withdrawals but right now every exchange has increased their withdrawal amount so you will be paying more than $5 to withdraw. for example it is usually 0.0015BTC which is about $12

just keep your funds in your wallet and use that to pay $5, that way you can pay a small fee, even as small as $0.01

Weak hands have been complaining about missing out ever since bitcoin was $1 and never buy the dip.
Whales are those who keep buying the dip.

I didn't withdraw any small amount like $5 yet,but you can able to do this on many exchange and all you need to do pay the current withdrawal fee which maybe more than $5.And I exchanged my $10 worth of bitcoin to my paypal in localbitcoins.com so it maybe suit for small trades.

In my experience in trading i visited lots of exchange websites but i did not see any that has a low withdrawal like 5$ because of the high fee for example you need to withdraw a 5$ you will need an extra 5$ for the fee. better get more btc and convert it in one transaction rather than withdraw it with a small amount like 5 dollars.
