他认为，个税的一个主要功能是调整居民收入分配差距，最终是调整财富分配。“但现在个税的设计是希望更多人纳税，作为增加国家税收的一个主要渠道。”个税起征点从最早800元提高到1500元、再到3500元，每次都遭遇有关部门极大阻力。尹中卿称，中国过去几次个税起征点的调整，缺乏明确的标准，而应该有一个计算公式。既然没有公式，建议按惯例提高一倍，“调整至7000元或7500元比较合适”。

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.
