Sorry but there are a few things that you need to address:

1) At the current spot price, 1000 BTC = approx. $ 8 million = 293,820,000,000 VEF. How do you propose to engage in such a large transaction (wire/cash...)? Can you prove that you have such an amount in the first place?
2) VEF isn't an easily exchangeable fiat currency worldwide. So it would be in your best interest to exchange your VEF for USD/EUR and proceed with that. You should know that the BTC/USD fluctuates rapidly - so you should rather state - I have $8 million and wish to purchase BTC - how many you exactly end up getting depends on the spot price upon finalization of the transaction.
3) You state that you are wanting to purchase but later indicate "...I will give you good discounts on mass order" - how does this make any sense? If you are intending to purchase - how is it possible to give a discount?
4) If the above sounds like too much of a hassle - use Localbitcoins. You can easily swap your VEF for BTC without much worry.

To help you understand why and how this is a scam, for 1K bitcoins he will need to give you VEF which could fill an entire football stadium. Or maybe even 2 or 3. And that would be worthless bits of paper you can’t take out of Venezuela.
