A Simple Solution to prevent 51%, DoS, and Double Spend attacks

Would a simple implementation of preventing any miner or pool to submit consecutive blocks solve these attacks?

No it won't solve the problem. Any miner can mine consecutive blocks already.

But attacker can create more pools, not just one, and can attack the network. Limiting consecutive block mining will not be the needed solution.
