$200 Unregistered Visa for $100

I bought a $200 Visa gift card from Walmart a few months back and when I received it in the mail it was unregistered, and I had already thrown the receipts out. I called the customer support line but they said I needed to talk to Walmart, and vice versa when I talked to the lady at Walmart (she obviously didn't know anything).
