ICOs aren't under attack, that wasn't the whole point behind those bans. They so happen to indirectly affect ICOs but the main intent was not that I assure you this. If there is any dump on Ethereum it will be temporary, as soon as it gets undervalued tons of people will buy it including me.
The attack was indeed on ICO’s and I can assure you that. The purpose wasn’t to crack down ICO’s though, it was to regulate them and save people from getting ripped of their hard earned money due to some scam and fraud scheme ICO’s. These regulations will only affect the ICO’s that were being created for no other purpose then scam and the good ICO’s will surely stay. As far as I know, the ICO’s now will be made to register under government authorities before being launched in order to protect the money of the investors.
The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

When the price of eth has been falling, the price of erc20 will be lower and lower. This is not a good thing for encryption.

ICOs are banned in many countries not because they has any impact on price of coins. Most of ICO projects are just an instrument to collect money and disappear. People and authorities doesn’t believe in ICO anymore.
