Criteria of creating child board is obscure.
Although it's certain that making criteria is difficult, Altcoin(Discussion),Altcoin(Announcement) , Mining and Off topic threads must be made in advance in all local boards.

For example, due to the luck of proper child board, many problems have happened in a local board as below.
1. Hundreds of ANN or ICO threads was deleted without any notices.
2. Deleted ANN or ICO threads have been re-created because there is no proper child board.
3. Some local boards' members are dubious about operation of this forum.

To prevent above situations, I'd like to suggest creating some child board in advance.
This treatment will obviously mitigate admins' or moderators' burden and optimize an operation of local boards.

It depends from each local board.
No need to create many altcoins subs in an inactive local board where you will find only few topics.
But for the active ones, i think you need to contact directly your local moderator and he will ask admins to open a sub.
I believe most of local languages boards even the relatively newest ones has altcoins as a sub.
In simple words Bid-ask.

It depends from each local board.
No need to create many altcoins subs in an inactive local board where you will find only few topics.

As sequence of events, although some Japanese members asked theymos about creating child board 6 months ago, he denied it because of few Japanese posts.
After that, about 200 Japanese ANN or ICO threads were deleted without notice 2 weeks ago. Then, a Japanese member asked Global moderator mprep and received a message as below.
"It's not allowed to post local altcoin content for languages that do not have their own dedicated altcoin board."
It's seemed to need to ask mprep and theymos again because Korean local board has child board regardless of less posts than Japanese one Shocked
