[WTB] Telegram scraper bot, with particular functionality. $500+

Hello.

I am looking to commission a Telegram scraper bot that can join a certain Telegram channel, identify all the participants in the channel that have been active in the channel, and send them a custom message directly. Also, this bot would need to be able to message every person in another channel with this same message, regardless of whether they have been active in the chat.

Please post here with details of your scraper bot, including its functionality and price. Anybody who knows where to purchase such a bot, please drop do comment it will be much appreciated.

Please note it must be capable of performing the following tasks;

1. I must be able to enter a channel name, the bot will join the channel and scrape all of the members of that channel
2. I must be able to send a custom message out to these users via the bot
3. The bot must be able to enter a channel, identify only the users that have communicated in the channel, and scrape these users and perform function 2.

Ideally this script will have an easy to use GUI that works in Windows, or work as a chrome plugin. I don't care how you make it work, whether through the API or an automated script, it just needs to perform the functions described above.

Scraping members from telegram channel is technically impossible. Even admin can see only up to 200 members.
What is possible is getting the usernames from public group list.
If you want to send messages things can get really tricky here. Telegram started mass banning accounts that have bot activity like bulk messaging.
It is still possible though with the right tools and methods.
