Exchanges are becoming a really saturated area and unless they're offering something different there's not really any reason they'd succeed. Decentralized exchanges are the next 'big' thing although that's been the case for a while. Once a high volume high functionality DEX is built then there's not going to be any gaps in the market

But any great ICO should have nice working concept, active experienced dev team, good community support, and interesting roadmap. After reading whitepaper, you can decide whether it is good or bad. Some review sites also helps to this. Then take your decision what will be the best option.

It seems like Lccx' priority is to address most of the concerns that have made people lose trust in the current exchanges including keeping most of the funds in cold storage + insuring all funds in hot wallets, being regulated etc, here is a couple of key features from their "About" section, seems really interesting to me:
