- cheap
- track record

What comes to your mind? The secret to its success? Card to cash out e-currencies. Can be Visa/MasterCard or plain ATM card as well. Can be anywhere but I am in the EU if that matters.

Non exist at the moment, I'm afraid.

There has been some discussion about "making one," but no one has stepped up to the plate, yet.

Payoneer seems quite solid in the US. But you have to be part of a program to receive funds to it.
