Is there any website that is offering virtual master card, which we can top up with crypto?

I knew about 2 services that provided what you are looking for. Coinizy and ... shakepay
Both lost their licence to provide debit cards from card operators. I had like $100 on coinizy when that happened and it was a complete nightmare to recover this.
This, along with other events, make me believe there is some kind of broad banking crackdown on crypto.

I haven't yet found an alternative, and I'm also interested in one !

Wirex is getting back to life and they have an option you can subscribe for free for a virtual card and wait in line until the cards are available.
I've seen about the plastic cards that they started with UK and will continue next week with Europe, but I don't know when their virtual cards will become available.. and I don't know about the rest of the world either.
However, you should ask Wirex support, they seem to be the closest to this from the new wave.

Edit: Hmm. Was the Mastercard requirement a must? Wirex has VISA..
Edit2 (2018-03-30): I've just activated my Wirex virtual (VISA) card. So it does work.
