Actually it is not banned practically. For instance; you may overcome this ban by using the word blockchain technology instead of ICO or token sale.

It is a digital world we are in now and the only way to put the project out to the world enmasse is via advertising which is something I believe will keep on going for as long as projects and ICOs keep popping up. Nevertheless, some other means of promoting campaign are also popping up gradually with the likes of KICK community with their token, but it is just another medium and I am sure every serious project owner will not want to leave anywhere untouched.
