I agree that the horse races can hardly be called gambling. For me it is more like a sport, the same as football or basketball, which brings together both direct participants and spectators. In my city there is a racetrack and there are races. Some people make bets, even develop their own systems, how to guess the horse that comes first. Where I live we have a national horse racing system in place and there's a lot of gambling involved although it is viewed as a sport and the people that are betting on it pretty much live and breathe it with all of the statistics etc. (I've seen people with a wall full of information and stats throughout the years for certain horses and riders). It's really insane. I usually just buy in to one of the many groups that exist from time to time with like $100 or something. One time one of these group hit it big and I won around $4400 (there were like 25 people that bought in with $100 each). I've never heard of any of these groups giving parts of the winnings to the winner in the race, but then again I'm not sure why it would be considered illegal, unless I'm misunderstanding what it is you are saying.

Everything is a business, of course they would monetize the shit out of it and a simple drinking bar is easy enough to establish to keep the patrons entertained and busy gambling. I think it depends when you are on the inside of the race tracks than watching only on TV because when you are in arena you will gonna pay for the entrance but for those who only watched online they were not paying, but have their pros and con.
