Yes, blockchain is not equal to Bitcoin, but without the rapid development and popularity of Bitcoin, how many people will understand blockchain technology?

Why does the development block chain need bitcoin?
Blockchain technology is the technology behind bitcoins, but the project to develop blockchain does not need to use bitcoin, which is why so many altcoins are present.

Blockchain is the system and Bitcoin was a product built base on Blockchain. So actually the question should be "No Blockchain how to develop Bitcoin?" is more right.
