It depends on your mind and strategy. Let's take ICOs as an example, they hold from 700 to 500 and once ETH reached 400, they started to panic sell.

Agreed. I personally never know when I can sell a coin. But always put a conditional framework when I start to follow the course, a year, 1.5, two or more. It is also difficult to say something when they should or should not be sold at a low rate. If you don't have any little beliefs that it will recover again in the coming months then you can decide now to sell your bitcoin. No point to hold the gold if there is no value. Then, you need to make a reasonable time frame.
