You will need to employ one or more social media managers for your Telegram account.  Alternatively, there are bots available for automatic suppression of spam.

Promotion would be like any other product promotion.  If you are rolling in dough, you can afford to purchase traffic through Google Ads, Facebook, Instagram, etc.  The important thing is your Telegram channel should be of that higher standard, and you should also be able to monetise it, otherwise it'll just burn a hole in your pocket.
