The comic is about the other side



It's supposed to make the number easier to see for visually impaired people.  There was a lawsuit a few years back (American Council of the Blind v. Paulson) and the courts ruled that they had to add accessibility features to new note designs.  This is also the reason for the "monopoly money" colouring.
