This is a great news especially in Ethereum.

I think that this will allow many citizens of Russia to significantly improve their financial situation. But I also heard that in Russia they want to prohibit bitcoin because they do not consider it a full currency.
Whether this is in fact, time will tell. If bitcoin is banned, then this is a step backward in development.

Not sure if I believe this. I guess Putin holds some ETH. Time will tell if this is true.

Ye I've heard vitalic is advising him on how to best make a state issued currency. This could be a move to safeguard his future incase we see a crackdown from the SEC

There is a conspiracy theory that they cooked up a plan to control Ethereum.
Putin clearly wants to disrupt American power any way he can.Disrupting american coin as a reserve currency is a part of this.He knows that the russian ruble is not a contender.So why not promote an alternative?
Russia in plus has a lot of people with crypto expertise who will benefit of Ethereum.
