check bios modes. maybe you have dual bios as sapphire 580 nitro+ and you may switch 2nd bios. on stock settings 580 gives around ~22mh

You sold your GPU on e-bay then you bought another one? Or do you mean you actually bought the exact same GPU you sold? Your statements are confusing.

But in anycase, no GPUs are alike and some may be weaker than others, but you will most likely have to check your drivers. Open radeon settings and select your card. Make sure you are at COMPUTE mode and not GRAPHICS mode.

maybe you have to flash your modded bios one more time, just to be sure that this is exactly the bios you need and  the problem is not there.
also can you check your drivers that they are in compute mode, I know it, I know, but just to be sure
other then that - no idea

seems to be the driver.

If you don't have blockchain driver, and you have AMD adrenaline, you need to go there and activate "compute" mode.

BTC no more than 6k by end of 2019. ETH no more than 300$ by end 2019. Huge market manipulation, huge amount of scammers and hypers.

Your message is missing some information.

If your item was returned to you and now the GPU is hashing less, then a few things could of happened.
1. Your buyer who returned it to you has potentially swapped them.
2. Your drivers are not updated or you have a driver which is not the latest CRIMSON driver or not the 'blockchain beta' update.
3. Your GPU has been converted back to original BIOS stock setting (ie it is no longer overclocked anymore)
4. If you are using windows/linux, then new MSI afterburner and Crimson software doesn't work straight away so before you need to tweak the settings to suggest 'compute' and not 'graphics'.

Merit me or don't.

Try newer drivers + this tool: https://bitcointalk.org/index.php?topic=2815803.0

no bios are the same was gettin 30mh tweaked, and now tweaked i oly get 15-22

so you flashed your new card with a another card modded bios ?
the same card from the same manufacturer can have a many different bios version ...
Rom files are not interchangeable .
You can flash them to another another card(s) from the same manufacturer with the same bios version number , but then your hashrate will drop to lower 20's or under or just going up and down, card become unstable,  you can totally destroy your card(s)
Higher ASIC quality cards have more overclocking potential...

I hope you saved the original bios file for your new card before flashed the rom.
My suggestion is flash back the original rom to your card , check your card, make sure its working with your original bios rom.
Then mod the original bios rom file, and flash your card with that modded rom...

My project is completed today all , 16 cards installed with custom ROM's, Take me forever to mod all those BIOSes . YEP , i have 12 XFX rx 480 , same model number , but i had to create 7 different rom for those cards to work stable. I was not able to use 1 modded bios for all 12 cards . Higher ASIC quality cards have more overclocking potential for sure Smiley , and much easier to mod those rom files for those cards:) Also i got 4 Nitro 8GB OC , those card have 3 different BIOSes . ( 13-2E3470U.X4L / 13-2E3470U.X51 / 113-2E3472U.053 ) Rom files are not interchangeable . You can flash them to another nitro , but then your hashrate will drop to lower 20's or under or just going up and down. Some of my card running over 30MH/s some is between 29.2-30MH/s STABLE !
My first priority was , creating a custom rom , with lower power draw and higher hash rate than stock .
