Buy 1 Billion CMT (300ETH) today to control the price or he see potential

Today I see the price of CMT increase very fast on 5 minutes, I wonder that what happen and I found it. A request to buy 1 Billion CMT make the market change in seconds, the price grow like fly. But the really think I want to know is the man who buy 1 billion CMT want to control the price on 30/3 or he really know the potential of CMT when the result is succesful?
-> in my mind is he want to buy cheap CMT because when the price increase everybody want to buy that. What do you think?
