Currently, total marketcap is declining but BTC dominance rate is increasing. Could anyone tell me what is BTC dominance rate ? Is it good thing to bitcoin, but not to alt coin?

Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.

Is it good or bad? I think it depends on your views if you think bitcoin deserves the #1 spot or not. But of course, it is definitely good for bitcoin.

Bitcoin hit a record high of $19,783.21 in December before plunging, but still rallied by over 1,300 percent in 2017.
The fall in bitcoin's supremacy is due to the rise of other cryptocurrencies such as ethereum and ripple. still being first ever digital currency BTC dominates 45% market capital today.

That is the nature ever since, and we have seen some kind of big growth so I can still say that it's a good thing for the crypto.
But, if in the time that the dominant rate of bitcoin will drop, maybe we will see a more stable price for all crypto, now it's really hard to expect that to happen. The data https://coinmarketcap.com/ now says that of the total Market Cap: $257,643,510,099  bitcoin owns 45.4% of that which is $116,864,751,050.

BTC dominance rate, it just means how much bitcoin total market cap/share is compared to total altcoin market cap(ETH,LTC and everything). altcoins have 55% share, while bitcoin alone is 45% dominating the crypto market.

BTC dominance is still continues after the crash.This is due to investors in bitcoin.The maximum number of investors in bitcoin is always high compared to other crypto currency in the market.For such reason,bitcoin is know as the king crypto currency.The price of bitcoin will recover to 8000$ soon.

According to Coinmarketcap, Total Market Cap of cryptos is $252,774,000,000 and
Total Markep Cap Excluding Bitcoin is  $138,624,000,000
Bitcoin dominance= 100-(138624000000/252774000000)*100
This means Bitcoin dominance is around 45.15%, which is greater than the dominance in the past few months.
