How does the project guarantee that it will return the money, if the project turns out to be a scam ?

By the step by step concept of releasing of the funds to the projects. Project get part of funds only after reaching each milestone of the RM

but what if the project is not closed, but has not reached some milestone, then you give it up or give it a chance?

Why did you choose ETH for that! There are other good blockchains.

Cause it totally answers our requirements

...and yet it is not clear why would not it be better to create own blockchain?

Time, money, efforts. Too big work supposed to be done in case of doing at once platfrom and own blockchain. But in the future we are considering switching to our own)
