Let's reverse the question:
Does all the ICO that was announced here in Bitcointalk forum were legit?

Absolutely, NO. Same answer to your question.
Bitcointalk is a medium of communication/discussion, it doesn't guarantee that a project/ICO posted is legit. So, don't think beforehand that an ICO is a scam if it wasn't announced here, just do a thorough research Smiley

hey i wonder if an ico does not post in BTT  should i avoid it  because it may be a scam ?
How come there's scam accusation board which contain topics about fraud projects and tokens? mainly the ANN thread and the bounty thread are posted here, some ICO's don't prefer to announce their own project for a specific and valid reason but it is not the reason we have to call them a scam, common way to find legit ICO is to dig in with their whitepaper, roadmap, checking the authentication of the team member, realistic or promising product and a good rating from a reputable sites there are tons of guidelines to find a good project here.
