Apologies..You are correct the article which is in Telegraph today Nov `1st was reprinted from March . I just saw BBC world cover the issue today which is now that the IMF is putting pressure on Slovakia to recapitalize banks . The stress Test on banks is ongoing and the results are not due out until end of NOv I probably should have posted these from Oct 28 Oct and Oct 30th

The broader issue is explained in the March reprint but this is how Cyprus started. The IMF warned Cyprus in Nov 2011 and the Capital controls came in March 2013..a 1 year 4 month lead time from warning to adverse effect. That was what I was stumbling to indicate
