4 gb of ram is enough even in windows 10 and the processor is a good one for mining , many people go for the g 3900 but g4400 makes a difference here as it is more powerful for just about 10-15 dollars more in price.

As for risers get the version 009s or latest because they have all possible connections , 4 pin molex, 6 pin pcie and sata.

You can buy six of them and put 6 graphic cards to your motherboard. Since you are going with 1060 cards a 850 watt modular psu is enough to run them even on full power.

4GB is not enough on Windows 10. What are you talking about???
You can run Linux on it but better take 8GB

Actually yes, but memory prices are cheap compared with  GPU. So why not to buy  8-16 GB memory for RAM and save some HDD

no reason for "why not", if @OP will purchasing RAM more than 4GB that's a good choice.  

if for a storage better purchasing an SSD than HDD. the reason (but SSD prices are cheap compared with GPU)

I thought like  this when I used to be a green noob
But in real life

1) 4 GB is not enough for Windows 10 and even for Linux 8GB is better
2) SSD is a poor  choice cause it's not reliable, hdd is cheaper, you do not need that speed for mining rig.

4gb is enough for up to six cards without problems, my colleagues have a lot of mining computers with six rx 580 sapphire and they only have 4gb. 8gb of ram is needed only if you will have more than six cards.

Regarding the fans, always buy graphic cards with 2 fan and not a single fan even if the single fan is massive, they will be a bit louder but they have longer lifespan than a single fan card.

I use SSD disk for fast boots. and for GPU connection you need USB risers they are really nice working.
I suggest you to use simple mining on your rig its really working solid.
For simple mining you can use a USB stick for operating system this will reduce cost of rig.

If you want to maximize the potential of your GTX 1060, you should use the Asrock motherboard (see my signature) where you can plug up to 13 of them in one rig. The whole setup can push you around 300Mhs. If electricity is not an issue for you, you should mine as much as you can because difficulty is not going to go down.
