I think that there is no country that makes bitcoins as a tax. We can't say bitcoin is like a gambling, casino or lottery that makes you win or lose and makes a tax on it. However bitcoin used as for trading and investments, not for gambling to be wasted.

Tax on low intelligence? I doubt, that there's something very special about btc and masses maybe except for investment easiness. Btc is just like any other financial instrument - smarter gains; other lose. If you play smart and have plenty of experience, you are likely to win. So it's quite fair from this perspective.
