Can someone please tell me if the device in THIS link:

is any good for cpu mining? Any help/advice is welcome. thanks.

PS: Is 13000 ZAR (approx 1200 usd) a good price for a Antminer D3? - let me know your thoughts

Don't!
CPU miner isn't good (at this moment) since CryptoNight has an ASIC, and I'm not sure about another CPU-based Algorithm. But with that price, seem nonsense to buy and mine cois with it. D3 would be a better choice.

At least At this moment.

Antminer D3 is now unprofitable. Why buy it. Before buying any equipment, I recommend that you check on the calculator its profitability. But at the same time you need to make a correction to reduce profitability. Now in General any mining is unprofitable. My suggestion to you is not to buy anything now.

D3 could not ROI for years as of months ago. As others have stated, mining is not profitable right now. If you want to get into mining your own coins, either try to work with your current hardware, or look into POS/Masternode Coins. It is not worth paying the premium on hardware that may take you ages to make your investment back on.
