Last I heard they were trying to get some "regulatory" issues taken care of before it could go live, and was expected to be solved sometime in November..   That sounds challenging but hopefully it will be done.

And actually here is the site about it:

But sounds like it will be like the Canadian ATM and not allow anonymous purchases very easily:
