Yikes that was not what I meant, sorry. It's supposed to be 0.11% daily  
My meaning of fixed was regardless of amount but I can see why that is confusing/misleading.

Sent with 30sat/byte (though there's really not much need since the mempool looks like this: https://i.imgur.com/UCthoxS.png seems to have been 30 minutes without a block so 30sat/byte has become necessary). I always check the mempool size and target the next block, which 3sat/byte was enough for the last loan.
