Why dont u use kraken or coinbase?
Or find someone in your neighbourhood willing to do the switch

Sounds like you looking for localbitcoins website. Its service that let you do that.
Other than that, you can setup meetings yourself with people from this forum for example. Its more risky tho, because on website mentioned you have reviews and opinions about sellers/buyers.

In my country you can write to a telegram bot and delivery service will bring USD to your home, after that you'll send BTC

I have never tried it. But many people suggest localbitcoins.com. I think it's a great place because it's trusted a lot of people.

try using shapeshift or a local exchange but try not to do things thur paypal because there are chargebacks!

Localbitcoins would be a much better option if you want to circumvent additional fees--many exchange sites like coinbase will tack on an extra fee for withdrawing. BTC ATM's are also an option but they typically have even higher fees than exchanges.
