The best Option you have is goto localbitcoin and find a trader or if you think they are charging very high rates then i will suggest why don't you become a trader yourself. Everyone needs more and more bitcoin traders these days and you can contribute a little to the community.There are many more options too i do not think it is that hard to buy some cash for btc.
Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

I'm often use exchange in my country where I can send ETH and get money on VISA/MASTERCARD. Also you can change btc on fiat on exchanges.

When it comes to the crypto to cash transactions I would recommend you to try localbitcoins. I haven't tried cash trades as of now but my experience with the digital trades is very good with localbitcoins. Make sure that your following the security precautions before requesting anyone for the cash transactions. I would recommend you to go with the highest reputed person from your area to make sure the safety and security during your trade.

It depends on what country youre you in.
In my country you can write to a telegram bot and delivery service will bring USD to your home, after that you'll send BTC

Ukraine, but still its half-legal, cause theres no current authorised view of how cryptocurrency should operate
or should owners pay any taxes cashing it out
