If you cancelled and got USD back, it seems like you placed a buy order and then cancelled it?
The way it works is that you have to place a buy order and then when the price comes down to your buy order price it will be fulfilled and you will get BTC.

Next step is to wait until price goes up, place a sell order for a higher price than you bought it for (+fee) and then sell.

If you would like to get some more information on trading strategies you can find a lot of info on youtube (thats how i learned) e.g. http://www.youtube.com/watch?v=880UGOQyK40

You could do arb on btc-e. As long as your funds are only on the site (you don't have to withdraw or deposit coins), you can do lots of trades in seconds.

If you do arb over more than 1 exchange, you either have to move funds for the trade (slowing the trade down) or you have funds on both exchanges and balance later.

Since you have to consider fees, it's quite hard to do such trading manually. Some opportunities exist only for seconds or they happen in the mid of the night.
So I guess, it's only practical with a bot.

Sorry, I write such stuff just for me. But I constantly look for developers interested in a collaboration.
