Erc20 tokens is flooding now the entire market which it isnt really surprising that creating an Etherium based coins is really easy.There are lots of guidelines or tutorials on making one and with regard on scamming thing this is why ICO is the best thing to scam investors with just a simple design and creating some non-realistic whitepaper motives that can able to attract investors will do the thing.They do made all looks legit but actually some of them would really end up on being a scam.

On the first half of the question I'll answer how to make a token on Ethereum. For $ 30 (at the moment) you can create token ethereum, need buy 200 token minereum and create ERC20 Ethereum Token www.minereum.com

if you want succes in ico project not only 1 hours
you need goog design thread and good project, if only create token 1 hour is enough

Well, for people to believe in your project, you need to make a lot of effort. No one will give money to the first available ICO, because there he will be offered 100,000% profit) but, unfortunately, some scammers manage to bully the brains of a large number of investors
