Selling steam accounts is against the steam subscriber agreement, if they find out, the account will be disabled.

Well, the account has been sitting here inactive. I'm the original owner. I believe steamID is a 7 digit, so while it's not ancient, it's fairly old.
Is this against the rules HERE? I didn't see anything saying it was.
Steam is not going to find out. I used to buy 5digit steam accounts back in the day when I was heavy into CS.
