Could someone please tell me at what point the PM function becomes available to newbies? is it to do with post number or regd time frame?

I have looked through here > https://bitcointalk.org/index.php?action=help;page=pm
but can't find any info about it.

ELSE: I'm actually trying to get in contact with member coda as he has a mining unit available for $sale and i have registered so i could discuss this with him, only now i see there is this restriction on PM.

You should wait for 4 hours to have PM function enabled I think.
