I'm having some trouble understanding how you express percentage gains with commas (in the USA/UK, we don't express percentages with commas for anything below nine-hundred, ninety-nine percent which is expressed as 999%... another example is nine-hundred, ninety-nine point ninety-nine percent or nine-hundred, ninety-nine and ninety-nine hundredths of a percent which are both expressed as 999.99%).

3. Or does it mean something else?
(In the USA/UK expressed as 17.4% vs 1.74%)
B) Does 12.378,57% mean:
1. twelve-thousand, three-hundred and fifty-seven percent?
2. Or does it mean one-hundred twenty-three and seven-thousand, eight-hundred, fifty seven thousandths of a percent?
3. Or does it mean twelve point three-hundred thousand, fifty-seven thousandths of a percent (twelve and three-hundred thousand, seven-hundred, fifty-seven thousandths of a percent)?
4. Or does it mean something else?
(In the USA/UK expressed as 12378.57% vs 123.7857% vs 12.37857%... my interpretations above may be off due to things becoming confusing when trying to interpret commas placed after the decimal place)
