I think it depends on where you will be sending that ETH. Where would you like to send that ETH? I just made a transaction like 3hrs ago and send 0.64 ETH to exchanger and the Fee was just $0.36. So it would be less than that I think.

GAS fees cost pertransaction not amount to send. More gas price mean your transaction will faster but transaction fees will cost more. Fees for send ETH only about 0,0001ETH or lower, for smartcontract call almost higher than x5 at same gas price. Recomend for ETH transfer is 21000 gas limit and 5gwei , for smartcontract call (Send token,etc,..) 100,000 gas limit and 5 gwei

I have experience sending ethereum ti another wallet and the fees just varies dependibg on the value you wanted to send to. I have noticed that the amount of payment depends on wether you would like transactions to go faster which means higher fees and slower with low fees. There is always a minimum amount though. So I think payment depends or varies with the amount and the owner's decisions to pay a certain amount.

That provides a calculator for you to make any calculation about how much the recommended fees to send ethereum. It says standard cost transfer is around $0.009 but i recommend you to put 21k for gas limit and 10-15 gwei and it will cost a little ethereum to pay the network.
I've done several transactions and i use that settings.

The price of fee's is only depending on the amount that you have sent, and the place, where you were making the transaction.
