Are the moderators working so actively to read every post so that they award the one who post high-quality posts the merits?

We all judge whether this post is good or not and we also provide merit in return. But there are also some people who become "Merit Source". There are people who can create merit out of nothing. https://bitcointalk.org/index.php?topic=2818350.0

It's a shame that Theymos said that merit sources create merits out of nothing. It makes it sound as if they are like the Rothschild bankers who can create money out of nothing. I gather that merit sources have a  quota of merits to be awarded, and they get replaced 30 days after they have been rewarded. I don't think they are mods, although some of them could be, they are responsible members who can be trusted not to sell merits, or to give them away to their friends.

The system is really quite clever. It gives merits to contributing members of the forum ( these are known as sMerits), and this introduces a measure of peer approval for posts. The merits from the source members are there to provide a constant stream of merit to encourage quality posting.

I think it's up to all of us to judge the projects and call out the ones that seem dishonest.
thats a very nice point you stated out there... the moderators can work actively but remember the post are too numerous to count, so we really have to try in helping out too

I think you are confusing moderators with merit sources. Merit sources are working actively to read a lot of posts and award high quality posts with merit.
Mods have different tasks here - shortly, tthey are moderating forum. But they also can award posts with merit, like every user of this forum who have sMerit.
